Hurricane Sandy Aftermath Assistance Numbers
The Borough of Dumont Ethics Board Meeting scheduled for Thursday, November 15, 12012, has been cancelled due to lack of agenda.
Trenton, NJ - To support the recovery of New Jersey's businesses and protect the overall economic interests of our state in the aftermath of Hurricane Sandy, Governor Chris Christie and Lt. Governor Kim Guadagno have announced a series of business assistance services for those affected by the storm. Among these vital services are those related to financial support, information on temporary space, and technical assistance for impacted businesses. Information for all services may be easily accessed through New Jersey's Business Action Center (BAC) by calling 1-866-534-7789 or through the state's business portal at www.newjerseybusiness.gov, the "one-stop" shop for business resources. Agents are also available to assist callers that speak Spanish.
"In response to this natural disaster, New Jersey has coordinated a range of multi-agency resources to assist impacted businesses and ensure they are operational quickly," said Lt. Governor Guadagno. "Providing a thorough and inter-departmental business recovery assistance program is another demonstration of our support for our business community and their workers. The Business Action Center can help businesses tap into a variety of resources that will help them begin to recover from this catastrophic storm."
The business recovery assistance services are designed to support businesses and workers who may be temporarily unable to perform their jobs due to the storm. These services include:
• Guarantees of up to $500,000 for commercial lines of credit to businesses that need access to cash to improve their damaged property while awaiting insurance proceeds, with all related New Jersey Economic Development Authority fees waived.
• Grant awards for businesses to assist with on-the-job training costs for new workers hired specifically to assist in disaster-related activities, such as landscaping and tree removal, construction, insurance claims, building supplies sales, materials transport, utility work, call and claims centers staffing, and infrastructure clearing and repair.
• Availability of the Business Resource Centers at any of the currently operational local One-Stop Career Centers across the state as temporary hubs for businesses to access telephone and internet services as well as for job seekers and displaced workers seeking workforce development and unemployment assistance - Temporary Hubs for Affected Business to Access Telephones and Internet Services
• The availability of Disaster Unemployment Benefits to provide income security for those displaced workers suffering temporary storm-related job loss.
• Dispatch of Rapid Response team members to identified Disaster Recovery Centers to assist displaced workers.
• Availability of services throughNew Jersey Youth Corps to assist non-profit, public and governmental entities in a variety of ways for disaster relief and clean-up.
In addition, BAC's Business Call Center is also the one-stop resource for more information on how to get businesses back up and running. The Call Center staff can assist with the following services:
• Arranging business facility inspectionsfor buildings suffering major flood damage, as such conditions require structural integrity inspections before utility service can be restored. These inspections are handled in local code enforcement offices and by local code enforcement officials. Anticipating an enormous increase in such work, the Department of Community Affairs has mobilized all qualified personnel to assist local governments in this effort.
• Advocating for businesses seeking information from local utilities to restore electric, phone, gas and water services.
• Advocating with insurance carriers to file and expedite claims.
• Providing information on how to qualify for federal recovery assistance, and
• Connecting businesses to the other county and local business services and to the services offered by the Small Business Administration and Small Business Development Centers that include assistance with insurance claims, as well as loans and business plan revisions.
Since October 28, 2012, the New Jersey Office of Homeland Security and Preparedness (OHSP) has staffed a Private Sector Desk at the Regional Intelligence Operations Center (ROIC), which has served as the primary point of contact for critical private sector industries leading up to, during and after Hurricane Sandy. OHSP staff operating the Private Sector Desk at the ROIC can be reached at 609-963-6810.

"We appreciate the patience our customers are showing and the words of encouragement being offered to our employees and the thousands who have come from around the country to help us restore power. Please understand that this is dangerous work. We need to be focused on thoroughly, carefully and safely restoring power. Please do not distract our employees from the task at hand."

Storm Recovery Update:
Since the beginning of the storm Dumont Emergency Services, including the Police Department, Fire Department, Ambulance Squad and Emergency Management have been preparing for the onset of Hurricane Sandy. The storms made land fall around 6:00pm Monday evening. With it came only moderate rain in this area, however, gale force wind reaching hurricane force have caused wide spread damage.
Dumont has responded to hundreds of emergency calls. To date, 38 homes have damage from falling trees, downed wires and blowing debris. Over 100 Borough or private trees have fallen. Many caused electrical lines to fall which has interrupted service.
Numerous telephone poles have fallen and caused transformers to fail.
PSEG crews from out of state have been in and out of town removing dangerous power lines from downed trees. While PSEG has informed customers that power might be interrupted until November 9th, we are hoping they resolve the issues much quicker.
Charging stations are available at Borough Hall, the Library and the Senior Center located on Dumont Avenue.
Please remain patient.

THE AMERICAN RED CROSS RECOMMENDS THE FOLLOWING:
Get or assemble an emergency preparedness kit:
A portable kit, stored in a sturdy, easy to carry, water resistant container should have enough supplies for three days. Check your kit and replace perishable stock every six months. Whether you purchase a kit or choose to build your own, your three-day kit should include:
-Water - one gallon per person, per day.
-Food - non-perishable, easy to prepare items such as tuna fish, peanut butter, crackers, and canned fruit. Make sure to include a manual can opener.
-A battery-powered or hand crank radio, flashlight and plenty of extra batteries.
-A first aid kit.
-Prescription and non-prescription medication items. Include medical supplies like extra hearing aid batteries, syringes, etc.
-Copies of important documents, including birth certificates, insurance policies and social security cards.
-Sanitation and personal hygiene items.
-Extra cash. ATMs and credit cards won't work if the power is out.
-Special items for infant, elderly or disabled family members.
-One blanket or sleeping bag per person.
-Pet supplies (collar, leash, ID, food, carrier, bowls).
PREPARE A FAMILY EVACUATION PLAN:
-Meet with your family to create a plan. Discuss the information you have gathered and why it is important to prepare for a disaster.
-Identify two meeting places; one right outside your home in case of a sudden emergency, like a fire, and one outside your neighborhood in case you can't return home.
-Be sure to make advance preparations for your pets. Be aware that pets may not be allowed in shelters. Contact hotels, motels, family members and animal shelters to see if they would allow pets in a disaster situation. Keep a contact list of "pet friendly" locations. If you are asked to evacuate, take your pets with you.
-Choose an out of area emergency contact person. During or after a disaster, it's often easier to call long distance, especially if local phone lines are overloaded or out of service. Family members should call this person and tell them where they are. Everyone must know your emergency contact person's phone number and email address.
-Show and explain to each family member how and when to turn off the water and electricity at the main switches. Turn gas off only if instructed by local authorities. Remember, if the gas is shut off, only a professional can turn it back on.
-Plan your evacuation route. Use local maps and identify alternate evacuation routes from home, work and/or school. Know where you are going and how you plan to get there before you leave home.
BE INFORMED:
-Find out what types of disaster are likely to occur in your area and how to prepare for each.
-Find out how local authorities will contact you during a disaster. Listen to local media broadcasts or NOAA Weather Radio for the latest storm conditions and follow the advice of local authorities.
-If you are told to evacuate, do so immediately. You may choose to evacuate sooner than alerted if you think you may need additional time.
KNOW WHAT TO DO IF A HURRICANE WATCH IS ISSUED:
-Listen to weather updates from your battery-powered or hand-cranked radio.
-Bring in outdoor objects such as lawn furniture, hanging plants, bicycles, toys and garden tools, anchor objects that cannot be brought inside.
-Close all windows and doors. Cover windows with storm shutters or plywood.
-If time permits, and you live in an identified surge zone, elevate furniture or move it to a higher floor to protect it from flooding.
-Fill your vehicle's gas tank.
-Check your disaster supplies kit to make sure items have not expired.
KNOW WHAT DO DO IF A HURRICANE WARNING IS ISSUED:
-Listen to advice of local officials and leave if they tell you to do so.
-If in a manufactured home, check tie-downs and evacuate as told by local authorities.
-If you are not advised to evacuate, stay inside, away from windows, skylights and glass doors.
-DO NOT use open flames, such as candles and kerosene lamps, as a source of light.
-If power is lost, turn off appliances to reduce damage from a power surge when electricity is restored.

Dear Dumont Residents:
As you are aware, the Borough of Dumont proceeded with the Second Phase of the town-wide Flood Control Project. The Borough awarded a contract to Tomco Construction for this project and work commenced in the spring of this year.
Briefly, the work consists of improvements to the Hirschfeld Brook drainage basin from the Delong Avenue area south to Brook Street at Madison Avenue. Over the past 18 months, the Borough has acquired well over 100 permanent and temporary easements relating to the project. During the initial stage of the work, soil-related issues developed and the New Jersey Department of Environmental Protection (NJDEP) Agency issued new guidelines for construction projects imposing new requirements which had to be addressed, subsequently delaying the construction progress. The Mayor and Council, in conjunction with the Borough Attorney and Engineer, have resolved these matters with the NJDEP and the contractor.
We expect the work to resume in the next few days and will keep you apprised of our progress. We are making every effort to bring this project to a timely and successful conclusion.
Sincerely,
James J. Kelly
Mayor

The Borough of Dumont is working closely with PSEG to restore power as soon as possible for those residents still in the dark. The outage is directly related to flooding at the New Milford sub-station and PSEG is working diligently in an attempt to get residents back on line through various means.
As of this afternoon, PSEG maintains their position that power may not be restored until September 4, 2011. In that event, the Borough of Dumont strongly urges residents to stay with family and friends who are not experiencing a power failure. Should you not be able to do so we ask that you keep the following in mind:
- Tips for managing the power failure:
- Throw a blanket over appliances for added insulation.
- Unplug all motor-driven appliances, e.g., refrigerators and freezers and sensitive electronic equipment (TVs, microwaves and computers) to prevent a possible electrical overload when power is restored.
- You can also extend food storage by packing refrigerated milk, dairy products, meats, fish poultry, eggs, and other foods in a cooler surrounded by ice.
- Remember, electric wells and sump pumps will not operate.
- Never connect a portable electric generator to your home’s electrical system during a power outage. Under the law, you are responsible for making sure your generator’s electricity doesn’t feed back into PSEG’s power lines. Failure to do so can cause serious injuries or death.
- Remember to blow out candles and non-battery operated lighting devices before going to bed.
Additionally, Dumont residents are welcome to come to use the “Dumont Recharging Center” at Borough Hall to charge their portable devices such as cell phones, iPods, laptops, etc at any open outlet on the first floor. If arriving prior to 4:30pm please check in with the Borough Clerk’s office; if after 4:30pm check in with the Dumont Police Department front desk located on the ground floor.
As a resident directly impacted by this outage, I’d like to personally thank my fellow neighbors during this incident and please feel free to call on me and the Borough of Dumont team should you need assistance. Hang in there!
PS – It’s not lost on me that those residents that need to read this can’t because they don’t have power to get to the internet. I ask those residents who do and are reading this to call their friends and neighbors who can benefit from this announcement. Thanks!

Public Service Electric and Gas (PSE&G) Company, New Jersey's largest electric and gas utility, is closely monitoring weather conditions and preparing for heavy rain and subsequent flooding in portions of northern New Jersey. The utility offers the following tips for safety and restoration:
Flooded basements:
-If customers lose electricity and their basement is flooded, notify PSE&G at 1-800-436-PSEG and call your local fire department.
-If water gets up to the height of the gas burner on a water heater or gas heater, customers can shut off the supply of gas to the unit if they know how.
-They must call PSE&G to have the gas supply turned back on because pilot lights must be lit. PSE&G will determine whether any gas controls were under water and must be replaced. If so, PSE&G would not complete the turn-on and would issue a violation tag.
Scan for hazards before entering a basement that has been flooded:
-Use extreme caution; expect floors and stairs to be oily and slippery.
-Don’t go into basements with standing water, raw sewage or obvious electric hazards.
-Stay away from the breaker box if it's in a flooded basement. Don’t go into a flooded basement if energized wires are present.
-Stay out of buildings that remain in the floodwaters.
-Inspect foundations for cracks or other damage.
-Customers should call PSE&G immediately if they smell gas 1-800-436-PSEG
Restoring electric or gas service after flooding:
-Verify with your town that your home/building can be occupied safely.
-Flooded areas of the home/building must be cleared of water.
-After water has been cleared, contact your town to perform an inspection. Inspections will be performed on an individual basis.
-If the inspector finds damage to the meter box or gas appliances, you must have a contractor make repairs.
-Following any repairs by your contractor, contact the town in order to obtain a re-inspection.
-Once the home/building has passed inspection, the town will contact PSE&G to restore service.
Monopole Lease at Borough Hall 3rd Notice
RECENTLY, THERE HAS BEEN AN INCREASE IN RESIDENTIAL BURGLARIES IN TOWNS THAT ARE CONTIGUOUS TO DUMONT.
ALTHOUGH THERE ARE NO GUARANTEES THAT YOU WILL NEVER BE THE VICTIM OF A CRIME, IF YOU PRACTICE A FEW OF THE FOLLOWING COMMON SENSE CRIME PREVENTION TECHNIQUES, YOU WILL GREATLY DECREASE YOUR ODDS OF BECOMING THE VICTIM OF A BURGLARY.
1. ALWAYS CLOSE AND LOCK YOUR GARAGE DOOR WHEN YOU LEAVE YOUR RESIDENCE IF ACCESS CAN BE GAINED INTO YOUR DWELLING THROUGH THE GARAGE.
2. LOCK ALL DOORS AND WINDOWS LOCATED ON THE GROUND FLOOR OF YOUR RESIDENCE WHEN YOU ARE NOT AT HOME.
3. KEEP ALL SHRUBS TRIMMED AND AWAY FROM YOUR BASEMENT AND GROUND FLOOR WINDOWS AND DOORS, OFTEN A BURGLAR WILL USE THESE THINGS AS CONCEALMENT FROM POLICE PATROLS AND NEIGHBORS AS THEY ARE BREAKING INTO A DWELLING.
4. BE COGNIZANT TO LEAVE INTERIOR / EXTERIOR LIGHTS ON TIMERS OR MOTION DETECTORS IF YOU ARE NOT GOING TO BE HOME WHEN IT BEGINS TO GET DARK. EXTERIOR ILLUMINATION OF A DWELLING HAS PROVEN TO BE ONE OF THE BEST DETERRENTS TO BURGLARS.
5. IF YOU ARE GOING TO BE AWAY FROM YOUR RESIDENCE FOR AN EXTENDED TIME PERIOD, MAKE PRIOR ARRANGEMENTS TO HAVE YOUR MAIL DELIVERY STOPPED, HAVE YOUR SIDEWALKS, DRIVEWAY AND WALKWAYS AROUND YOUR HOME SHOVELED IN THE EVENT OF A SNOW STORM WHILE YOU ARE AWAY. ALWAYS TRY TO HAVE YOUR RESIDENCE APPEAR TO LOOK AS THOUGH SOMEONE IS HOME.
6. BE YOUR NEIGHBORS KEEPER - IF YOU OBSERVE A SUSPICIOUS PERSON OR SUSPICIOUS VEHICLE IN THE NEIGHBORHOOD, REPORT IT TO THE POLICE.
7. DO NOT LEAVE LAWN TOOLS, SNOW SHOVELS, OR OTHER ITEMS IN YOUR YARD THAT CAN BE USED AS A TOOL TO BREAK GLASS, OR PRY DOORS AND WINDOWS OPEN BY A BURGLAR.
ALL CRIMINALS, AND IN PARTICULAR BURGLARS, ARE OPPORTUNISTS, IF GIVEN THE OPPORTUNITY TO COMMIT A CRIME, THEY WILL.
TO REPORT SUSPICIOUS ACTIVITIES PLEASE CONTACT THE DUMONT POLICE DEPARTMENT AT 201-387-5000 OR FOR EMERGENCIES, DIAL 911.
RESPECTFULLY,
BRIAN A. VENEZIO
CHIEF OF POLICE

The following incident was recently reported by a fireman:
He turned his CFL light bulb on and then smelled smoke after a few minutes. Four inch flames were spewing out of the side of the ballast like a blow torch! He immediately turned off the lights. He was sure it would have caused a fire if he was not right there. He took the bulb to the Fire Department to report the incident. The Fire Marshall wasn't at all surprised and said that it was not an uncommon occurrence. Apparently, sometimes when the bulb burns out there is a chance that the ballast can start a fire.
Upon doing some Internet research, it seems that bulbs made by Globe in China seem to have the lion's share of problems. Lots of fires have been blamed on misuse of CFL bulbs, like using them in recessed lighting, pot lights, dimmers or in track lighting. His was installed in a normal light socket.
The bulb was purchased at Wal-Mart. CFL bulbs are a great energy saver but make sure you buy a name brand like Sylvania, Phillips or GE and not the Globe bulbs from China .
