NOTICE IS HEREBY GIVEN, for all applicants for the position of Dumont Rent Level Attorney, for submission of proposals that shall take into consideration the following factors, which will be weighed by the Rent Leveling Board of the Borough of Dumont as the basis of an award for professional services most advantageous to the Borough:

 

I.                    Resume and letter application for professional position including all documentation that provides the following for evaluation by the Rent Leveling Board:

 

a.                  Experience and reputation in the field for the position sought.

b.                  Knowledge of the area of expertise for the position sought

c.                   Experience and knowledge of the Borough of Dumont

d.                  Availability to accommodate any required meeting of the Borough

e.                   Designated professional and support staff and location of firm’s offices

f.                    References in general and in particular from municipal entities where the professional has provided similar services as sought in the Borough of Dumont.

g.                  Copy of Business Registration Certificate and Certificate of Employee Information Report with the State of New Jersey

h.                  A proposed fee schedule and basis of computation of fees and costs incurred in providing the required service, e.g., time and materials, fee per appearance or service item, etc.

 

II.                 Selection of Rent Leveling Board Attorney shall be based solely on the Rent Leveling Board’s evaluation of the submitted material in the criteria set forth in this document.

 

III.               Submit all materials (3 copies) in a labeled sealed envelope “RFQ-RLB” addressed to William Paige: Rent Leveling Board Secretary, Borough of Dumont, 50 Washington Avenue, Dumont New Jersey, 07628 to be received on or before 11:00AM, March 2, 2023.

Public Notice: The Governing Body of the Borough of Dumont will hold their February 7, 2023 meeting in the 3rd Floor Council Chambers at the Dumont Municipal Complex located at 50 Washington Avenue. Closed Session will begin at 6:00 p.m., followed by the public portion of the meeting at 7:00 p.m.

Formal action shall be taken.

The Joint Land Use Board of the Borough of Dumont is soliciting Qualification Statements from Interested persons and/or firms for the provision of listed services. Inclusion of a position in this notice, however, does not constitute a warranty that the Board will fill the position at this time or through this process. Through a Request for Qualification process, persons and/or firms interested in assisting the Board with the provision of such services must prepare and submit a Qualification Statement in accordance with the procedure and schedule in the RFQs. The Board will review Qualification Statements only from those firms that submit a Qualification Statement which includes all the information required to be included as described (in the sole judgment of the Board). The Board Intends to select (a) person(s) and/or firm(s) that (a) possess(es) the professional, financial and administrative capabilities to provide the proposed services, and (b) agrees and meets the terms and conditions determined by the Board that provide the greatest benefit to the taxpayers of Dumont.

The selection of Qualified Respondents is not subject to the provisions of the Local Public Con­tracts Law, N.J.S.A. 40A:11-1 et seq. The selection Is, however, subject to the "New Jersey Local Unit Pay-to-Play" Law, N.J.S.A. 19:44A-20.4 et seq. The Board has structured a procurement process that seeks to obtain the desired results, while establishing a competitive process, to assure that each person and/or firm is provided an equal opportunity to submit a Qualification Statement in response to the RFQ.

Qualification Statements must be submitted to, and received by the Joint Land Use Board, Borough of Dumont, 50 Washington Avenue, Dumont, NJ 07628, before 1:30 p.m. on February 17, 2023. Qualification Statements will not be accepted by facsimile transmission or e-mall. The responses will be publicly opened subsequent to receipt in the discretion of the Governing Body or Review Team. The Board Is requesting Qualification Statements for the following positions:

  • Joint Land Use Board Attorney
  • Consulting Engineer — Civil and Traffic
  • Planning Consultant

The Instructions for Qualification Statements may be inspected or picked up by prospective respondents from the office of the Joint Land Use Board, 50 Washington Avenue, Dumont, NJ 07628, during regular business hours, beginning February 7, 2023.

Qualification Statements must be submitted in the manner designated in the Instructions and must be enclosed in sealed addressed envelope to Borough Clerk’s Office, Borough of Dumont, 50 Washington Avenue, Dumont, New Jersey 07628—CLEARLY MARKED “2023 RFQ FOR THE JLUB”.
